Role of Parliament in Germany Essay This article is about the current parliament of Germany. For the governing body of the Germany. The Bundestag (Federal Diet; pronounced [ˈbÊŠndÉ™staË k]) is a legislative body in Germany. In practice Germany is governed by a bicameral legislature, of which the Bundestag serves as the lower house and the Bundesrat the upper house. The Bundestag was established by the German Basic Law of 1949, as the successor to the earlier Reichstag. It meets in the Reichstag Building in Berlin. Norbert Lammert is the current President of the Bundestag. With the new constitution of 1949, the Bundestag was established as the new (West) German parliament. Because West Berlin was not officially under the jurisdiction of the Constitution and because of the Cold War, the Bundestag met in Bonn in several different buildings, including (provisionally) a former water works facility. In addition, owing to the citys legal status, citizens of West Berlin were unable to vote in elections to the Bundestag, and were instead represented by 20 non-voting delegates, indirectly elected by the citys House of Representatives. The Bundeshaus in Bonn is the former Parliament Building of Germany. The sessions of the German Bundestag were held there from 1949 until its move to Berlin in 1999. Today it houses the International Congress Centre Bundeshaus Bonn and in the north areas the branch office of the Bundesrat (upper house). The southern areas became part of German offices for the United Nations in 2008. The former Reichstag building housed a history exhibition (Fragen an die deutsche Geschichte) and served occasionally as a conference center. The Reichstag building was also occasionally used as a venue for sittings of the Bundestag and its committees and the Bundesversammlung, the body which elects the German Federal President. However the Soviets harshly protested against the use of the Reichstag building by institutions of the Federal Republic of Germany and tried to disturb the sittings by flying supersonic jets close to the building. Since 1999, the German parliament has again assembled in Berlin in its original Reichstag building, which dates from the 1890s and underwent a significant renovation under the lead of British architect Sir Norman Foster. Parliamentary committees and subcommittees, public hearings and faction meetings take place in three auxiliary buildings, which surround the Reichstag building: the Jakob-Kaiser-Haus, Paul-Là ¶be-Haus and Marie-Elisabeth-Là ¼ders-Haus. Together with the Bundesrat, the Bundestag is the legislative branch of the German political system. Although most legislation is initiated by the executive branch, the Bundestag considers the legislative function its most important responsibility, concentrating much of its energy on assessing and amending the governments legislative program. The committees (see below) play a prominent role in this process. Plenary sessions provide a forum for members to engage in public debate on legislative issues before them, but they tend to be well attended only when significant legislation is being considered. The Bundestag members are the only federal officials directly elected by the public; the Bundestag in turn elects the Chancellor and, in addition, exercises oversight of the executive branch on issues of both substantive policy and routine administration. This check on executive power can be employed through binding legislation, public debates on government policy, investigations, and direct questioning of the chancellor or cabinet officials. For example, the Bundestag can conduct a question hour (Fragestunde), in which a government representative responds to a previously submitted written question from a member. Members can ask related questions during the question hour. The questions can concern anything from a major policy issue to a specific constituents problem. Use of the question hour has increased markedly over the past forty years, with more than 20,000 questions being posed during the 1987-90 term. Understandably, the opposition parties are active in exercising the parliame ntary right to scrutinize government actions. One striking difference when comparing the Bundestag with the British Parliament is the lack of time spent on serving constituents in Germany. This is in part due to Germanys electoral system. A practical constraint on the expansion of constituent service is the limited personal staff of Bundestag deputies. Despite these constraints especially those deputies that are elected directly normally try to keep close contact with their constituents and to help them with their problems, particularly when they are related to federal policies or agencies. Constituent service does also take place in the form of the Petition Committee. In 2004, the Petition Committee received over 18,000 complaints from citizens and was able to negotiate a mutually satisfactory solution to more than half of them. In 2005, as a pilot of the potential of internet petitions, a version of e-Petitioner was produced for the Bundestag. This was a collaborative project involving The Scottish Parliament, International Teledemocracy Centre and the Bundestag ‘Online Services Department’. The system was formally launched on 1 September 2005, and in 2008 the Bundestag moved to a new system based on its evaluation.[1] ELECTION : Members serve four-year terms; elections are held every four years, or earlier in the relatively rare case that the Bundestag is dissolved prematurely by the president. The Bundestag can be dissolved by the president on the recommendation of the chancellor if the latter has lost a vote of confidence in the Bundestag. This has happened three times: 1972 under Chancellor Willy Brandt, 1983 under Chancellor Helmut Kohl and 2005 under Chancellor Gerhard Schrà ¶der. All candidates must be at least eighteen years old; there are no term limits. The election uses the MMP electoral system. In addition, the Bundestag has a minimum threshold of either 5% of the national party vote or three (directly elected) constituency representatives for a party to gain additional representation through the system of proportional representation. Thus, small minority parties cannot easily enter the Bundestag and prevent the formation of stable majority governments as they could under the Weimar constitution. Since 1961, only two new parties (Bà ¼ndnis 90/Die Grà ¼nen and PDS/Die Linke) have entered the Bundestag. The most recent election, the German federal election, 2009, was held on September 27, 2009.[2] Distribution of seats in the Bundestag Half of the Members of the Bundestag are elected directly from 299 constituencies (first-past-the-post system), the other half are elected from the parties’ Land lists in such a way as to achieve proportional representation for the total Bundestag (if possible). Accordingly, each voter has two votes in the elections to the Bundestag. The first vote, allowing voters to elect their local representatives to the Bundestag, decides which candidates are sent to Parliament from the constituencies. The second vote is cast for a party list; it determines the relative strengths of the parties represented in the Bundestag. At least 598 Members of the Bundestag are elected in this way. Parties that gain more than 5% of the second votes or win at least 3 direct mandates are allocated seats in the Bundestag in proportion to the number of votes it has received (dHondt method until 1987, largest remainder method until the 2005 election, now Sainte-Laguà « method). When the total number of mandates gained by a party has been determined, they are distributed between the Land lists. The distribution of the seats of that party to the 16 Lands is proportional to that partys second vote results in the Lands. The first of the mandates allocated to each Land go to the candidates who have won direct mandates in that Land. The rest are assigned in order to the candidates on the Land list put forward before the election. In addition to this, there are certain circumstances in which some candidates win what are known as overhang seats when the seats are being distributed. If a party has gained more direct mandates in a Land than it is entitled to according to the results of the second vote, it does not forfeit these mandates because all directly elected candidates are guaranteed a seat in the Bundestag. ORGANISATIONS : Parliamentary groups The most important organisational structures within the Bundestag are parliamentary groups (Fraktionen; sing. Fraktion), which are formed by political parties represented in the chamber which incorporate more than 5% of the Bundestag legislators; CDU and CSU have always formed a single united Fraktion. The size of a partys Fraktion determines the extent of its representation on legislative committees, the time slots allotted for speaking, the number of committee chairs it can hold, and its representation in executive bodies of the Bundestag. The Fraktionen, not the members, receive the bulk of government funding for legislative and administrative activities. The Bundestags executive bodies include the Council of Elders and the Presidium. The council consists of the Bundestag leadership, together with the most senior representatives of each fraktion, with the number of these representatives tied to the strength of the Parliamentary groups in the chamber. The council is the coordination hub, determining the daily legislative agenda and assigning committee chairpersons based on Parliamentary group representation. The council also serves as an important forum for interparty negotiations on specific legislation and procedural issues. The Presidium is responsible for the routine administration of the Bundestag, including its clerical and research activities. It consists of the chambers president (usually elected from the largest fraktion) and vice presidents (one from each fraktion).

If theories of their existence are true, black holes are the most powerful force in the known physical universe. Many people are familiar with the term black hole, but few people actually know anything about them. A black hole forms as a result of a massive star running out of fuel to burn (Chaisson, 193). Once the star is no longer exerting outward force by burning off gases, it begins to collapse under it’s own intense, inward gravity (Chaisson, 193). It is like slowly letting the air out of a balloon. Once the star is compacted to a certain size, while it’s mass, or weight, remains the same, it’s gravity becomes so powerful that nothing can escape it (Hawking, 87). This critical size to weight ratio is known as the Schwarzchild Radius (Hawking, 87). Once a black hole is created in this way, an invisible area, or line around it exists. If any object crosses this line, it can no longer escape the gravitational force of the black hole (Hawking, 87). This line is called the event horizon (Hawking, 87). If black holes are proven to exist, beyond theoretical physics, then they would probably be a very common anomaly in this universe. In 1915, Albert Einstein put forth the first real proposition of such an anomaly in his â€Å"Theory of Relativity† (Bunn, Black Holes FAQ). In the 1930s, three physicists, doctors Volkoff, Snyder and Oppenheimer, were able to prove the validity of black holes mathematically. Since then, black holes have become a very important and integral part of science and the over all understanding of the universe. It has been proven, mathematically, that black holes have infinite, gravity based, escape velocities and an immense effect on light, time and even the very fabric of space. All bodies in space have gravity. According to Einstein’s â€Å"Theory of Relativity†, this is because bodies with a large mass, or weight, actually warp space (Chaisson, 77). For example, if a two dimensional sheet of cloth, stretched and suspended at four corners, represents space, and a bowling ball is placed in the center, the sheet will warp downward. If a golf ball is then set at the edge of the sheet and allowed to move freely it will be attracted toward the bowling ball, unless the golf ball is traveling at a speed great enough to not be effected by the curve. This critical speed is known as an escape velocity. This is the speed at which an object must travel to e... ... the equations are valid, wormholes most assuredly do not exist. If they did it would probably send shivers up the science fiction community’s spine. In the book, Relatively Speaking, the Author, Eric Chaisson says, â€Å"The world of science is littered with mathematically elegant theories that apparently have no basis in reality† (182). Although black holes have not been conclusively proven to exist, there is strong evidence, in the observable universe, that they do. Black holes are very important to the world of cosmology. They allow for the study of common particles under very uncommon environmental variables. Scientists have vastly increased their knowledge of the universe and the properties of matter through the study of a black holes effects on light, time and the fabric of the space. Race Relations Act 1976 Essay

When studying Race and Racism in Britain the pivotal turning point of race relations is the passing of the Race Relations Act on the 22nd of November 1976. The Race Relations Act made discrimination unlawful on the grounds of race, colour, nationality and ethnicity. For me this point in history, equality of race is formally dealt with, as it is the first law introduced to ensure that racial and ethnic discrimination is forbidden in Britain. The Race Relations Act made it unlawful to discriminate against a person on racial grounds in employment, education and in the provision of goods and services. This act was only the start of eliminating racial discrimination; however it was the foundation of it all and is the reason behind such improvement in equality today. The 1976 Act was amended, not replaced, by the Race Relations Amendment Act introduced in 2000. After the 1976 Act was presented, racial discrimination did not automatically vanish, however it made it clear to the vast majority of people within Britain that discrimination has no place in society and that changes had to be made. Making discrimination unlawful within employment coincides with the Sex Discrimination Act of 1975, where by it was illegal to discriminate women in the workplace, such as, selection for a job, training, promotion, work practices or dismissal, with the only difference being based on racial terms rather than gender. This brought equality in the workplace and introduced more rights to ethnic minority groups. The Act also makes it unlawful for public bodies to discriminate while carrying out any of their duties. Public bodies are obliged to make sure their employment procedures and service delivery do not have a disproportionate impact on particular ethnic or national groups. The Act, based upon education, forbids the discrimination of ethnic minority pupils, in terms of non-admission to the school, college or university, inequality once within the school and also abuse from other pupils and teachers due to their race or nationality. In addition, discrimination in the provision of goods, services and facilities was made unlawful. It is forbidden for anyone within the industry of providing goods or services to discriminate someone on the grounds of ethnicity or nationality. Within all these fields race relations is attempted to be improved, and by doing so equality is acknowledged and ethnicity is somewhat striving to become a factor that is non-existent in society and the workplace. Race Relations simply means the relationships between individuals from different ethnic groups. Obviously the Race Relations Act was intended to put forward a new way of thinking towards various ethnic minority groups and to look at them as equals. As I said early, that the Act introduced in 1976 was the turning point, as it were, of racial discrimination, as it was the first law opposing racial discrimination. However, the number of riots protesting against racial inequality had risen after the Law was presented. The 1980’s sparked a series of riots in mainly afro-Caribbean areas, protesting against discrimination and poverty. With the spur of the riots throughout the 1980’s, it could be said that this proved that the Race Relations Act did not perform its task, which was to eliminate racial discrimination. As we know, this act was amended in 2000 to enhance the Act by ensuring there were no exceptions, such as the police, and other public bodies, who were initial exempt from the Law. On the contrary, what can be said about the riots is that the police, due to their exemption from the Act, discriminated against black people, through the ‘sus’ law and thus performing random searches on people who they believe to be suspicious. The police would stop and search people they believed to be suspicious, however the number of black individuals against white individuals was extremely disproportionate, â€Å"In the 1960s and 1970s, the way in which the ‘sus’ laws were used by police officers created widespread resentment amongst ethnic minorities, who felt they were being unfairly targeted by the police. This led to a series of civil disturbances, including the infamous Brixton riots in 1981†[1] This shows that the police took advantage of their exemption from the 1976 Relations Act Race, by looking at ethnic minorities in a much more suspicious way than white individuals, and thus discriminating them. There is further evidence to back-up this statement, with the Notting Hill riot in August 1976. With young black tempers flaring due to the ‘sus’ law by which anyone could be stopped and searched if thought to be suspicious, inevitably riots broke out, with over 100 people, police and others, being injured. In the 1970’s and the 1980’s the police were pivotal figures of racial discrimination, which is the reason for the amendment of the act in 2000. The Race Relations Act was not automatically going to create a country free of racism. It is impossible to transform a countries view on racial discrimination through one law being passed, due to the fact that racial discrimination against ethnic minorities has been apparent for centuries, with the slave trade only being abolished in August 1834, through the Slavery Abolition Act. Before the Acts were produced racism was something that occurred all the time. Nothing was thought of it, as minorities were not seen as equals, rather as second class citizens or sometimes seen not even as citizens. With the majority of the black population being enslaved for thousands of years, no one ever thought it was wrong to discriminate an individual for their ethnicity. A lot did not change, after the introduction of the Race Relations Act as discrimination was still apparent. However, what can be said about how the Act impacted on race relations is that the minority groups had a foundation to voice their views. Prior to the Act, riots were much less than in the 1980’s, which I believe is due to the Act. Riots aren’t healthy for a country; however it shows that the minorities believed that their opinions mattered, to an extent. The creation of the law proved that the Government believed the minority groups should be treated as equals, therefore, having the support of the Government. The impact of the Act was that it formally gave ethnic minorities a place in society and as equals. The minorities had the support and sympathy of the Government, which is the main body needed to live in a country. I believe that the introduction of the Race Relations Act gave ethnic minorities the belief that these initial changes made through the act, could be pushed even further, and as we know, this eventually happened through the Race Relations Amendment Act of 2000 and further amendments up until now. You cannot judge the impact of the Law immediately after it was produced, you have look at what has been achieved today. Equality is apparent, there is no visible discrimination in the workplace, such as lower pay to ethnic minorities, or lack of promotion opportunities and racism, yet still occurring, is extremely scarce compared to twenty or thirty years ago. Huge improvements have been made in the workplace and education, as well as the reduction in racial riots in Britain. With all this in mind, evidently the Race Relations Act was successful, as the task of the Law was to ensure equality in society, and to reduce racism throughout Britain. Riots were still taking place throughout the 1990’s and the start of the twenty first century, but nothing in comparison to the amount that occurred in the 1980’s. Nevertheless, the Oldham riots in May 2001 were said to be the worst racially motivated riots in Britain for fifteen years prior to the event. Particular groups involved were white and south Asian-Muslim communities following a sustained period of racial tensions and outbreaks in Oldham. The Bradford Riots were also seen as a major intense period of rioting which began on 7 July 2001. It occurred as a result of intensified tensions between the large and expanding ethnic minority communities and the city’s white majority, fuelled by confrontation between the Anti-Nazi League and the British National Party and the British National Front. Despite the improvements in racial equality and the acceptance of different ethnicities from society and the Government, there is still an organisation within Parliament, known as the British National Party, who were involved in spurring on the Bradford riots in 2001 and openly discriminate and discredit ethnic minorities. Before February 2010 only white British citizens could join the party, as they do not consider ethnic minority groups to be British and part of the country. This shows that racial discrimination is still active, not only through individual abuse, but within Parliament and from an organised political movement. With this in mind, how successful is the Race Relations Act when this country still has an openly racist party, whose policies do not include ethnic minority communities, but also aims to separate them from society? However, the party still, from being founded as a splinter group from the National Front in 1982, does not hold any seats in Parliament, proving that their support is limited and weak, thus not having much influence on politics, at this moment in time. The Race Relations Act enhanced race relations in Britain immensely, in the long term, however the 1976 act didn’t fully ensure that every aspect of racial discrimination was abolished, which was the reason the Government amended the Act in 2000, therefore it can be said that the real influence on race relations was the Race Relations Amendment Act formed in 2000, as this was the law that dealt with every factor to eliminate racial discrimination in every field of society. Ultimately the Race Relations was pivotal in improving relations between different ethnic groups, as it was the first formal law introduced by Parliament to reform the issue of racial discrimination. This gave the ethnic minorities the belief that things could be altered and improved further to ensure an equal country, free of racism, which is, to an extent, what today’s world is becoming. Relations between ethnic groups have been non-existent throughout the centuries, with racism being something that ethnic minorities had to deal with personally, without the support and sympathy of the Government. Improvements in the workplace, education and, through the Race Relations Amendment Act, the police prove that race relations have developed, along with the reduction of riots within Britain. Without the Law being introduced this country would still believe that race equality should not happen and that ethnic minorities are second class citizens. With the Government pushing forward the law to eliminate racism and build equality, the people will most of the time support their aspirations and beliefs. Obviously the Race Relations Act of 1976 was not the only factor in building race relations and equality; however it is, in my opinion, the most important, as it built a solid foundation for Britain to develop race relations on legal grounds.

A great speech has the power to define the times, to inspire, and to motivate. Certain speeches from great people have made huge impacts, but â€Å"The Struggle for Human Rights† from Eleanor Roosevelt persuades the entire globe on humans’ rights, freedom, respect and peace. I read her text and saw a video on YouTube giving her speech even though it was long it gathered a lot my attention. It took me time to understand her speech after reading it three times. It’s good that someone like Eleanor Roosevelt existed and wanted to provide some peace to the world. I’m glad she touched many hearts in that time. War may still exist and can be caused but we should all take a glance to this speech and acknowledge what Eleanor was trying to do. She fought for social and civil rights, helped found the United Nations, and effectively ran the United Stated when her husband was ill. As shown above, all those awful situations led Eleanor Roosevelt to do such a speech as à ¢â‚¬Å"The Struggle for Human Rights†. In this world there have been many speakers that had made changes with their words. Eleanor Roosevelt was a great speaker. Was the first lady of the United States, and ultimately she expanded the role of women in society. She was a role that satisfied her own need to be independent and active in public and political life.
